This return is led by Zerubbabel, who is identified as the son of Shealtiel (Ezra 3:2). Working alongside him is Joshua, who helps oversee the construction of the altar to offer burnt offerings as commanded in the law of Moses (Ezra 3:2). The text lists the specific families who returned, including the descendants of Parosh, and the children of Elam (Ezra 2:3, 2:7).

The reconstruction process faces significant political opposition from local officials and neighboring groups. Rehum the Commander and Shimshai the scribe write a letter to Artaxerxes, the king of Persia, arguing that Jerusalem has a history of rebellion and should not be rebuilt (Ezra 4:8–13). Later, a governor named Tattenai and an official named Shethar-bozenai challenge the elders of the Jews regarding their authority to build the temple (Ezra 5:3). However, after an investigation into the original decree of Cyrus, Darius issues a new order that the work must continue and be funded by the royal treasury (Ezra 6:6–8).

In the second half of the book, Ezra the Scribe travels from Babylon to Jerusalem during the seventh year of King Artaxerxes (Ezra 7:1–7). He is described as a descendant of Phinehas, and a man who has set his heart to study and teach the Law (Ezra 7:5, 7:10). Upon his arrival, Ezra is distressed to find that the people, including members of the tribes of Judah and Benjamin have intermarried with the local populations (Ezra 9:1–2). He leads a public assembly where the people confess their unfaithfulness to the commandments given to Israel (Ezra 10:1–11).

The book emphasizes the continuity between the pre-exilic nation and the restored community by citing the traditions of David and Solomon (Ezra 3:10, 5:11). The text highlights the roles of specific priestly and Levite families, such as the descendants of Jeshua, and the singers from the line of Asaph (Ezra 2:36, 2:41). By recording the names of those who returned and the legal decrees of the Persian kings, the book presents the restoration as both a fulfillment of divine promise and a recognized political reality within the Persian Empire.
