Everyone the Bible calls a governor or proconsul.
Scripture names governors from the judges to the book of Acts. The earliest named is Zebul, "the governor of the city" of Shechem under Abimelech (Judges 9:30). Under the kings, cities had governors: Amon in Samaria (1 Kings 22:26), Joshua and Maaseiah in Jerusalem (2 Kings 23:8; 2 Chronicles 34:8). Azrikam is called "the governor of the palace" (2 Chronicles 28:7).
After Jerusalem fell, the king of Babylon appointed Gedaliah as governor over those left in Judah (2 Kings 25:23). Under Persia, Haggai addresses Zerubbabel, "governor of Judah" (Haggai 1:1). Tattenai was governor of the region west of the Euphrates (Ezra 5:3), and Nehemiah writes that King Artaxerxes appointed him governor in Judah (Nehemiah 5:14). Ezra also names Sheshbazzar, whom Cyrus appointed governor (Ezra 5:14), but he has no record of his own yet.
In the New Testament, Quirinius was governor of Syria at the first census (Luke 2:2). Jesus was handed over "to Pilate the governor" (Matthew 27:2). Paul stood before Governor Felix (Acts 23:24) and then Festus (Acts 26:30). He also met two proconsuls: Sergius Paulus on Cyprus (Acts 13:7) and Gallio of Achaia (Acts 18:12).
